The joint VBN approach to innovation promotion was developed through analysing Regional Innovation Systems (RIS) and selecting comparable innovation performance indicators in the partner regions to identify strenghts and development needs of innovation systems and opportunities for transnational cooperation. Because of the strong engagement for rural parts of the region suffering from structural weaknesses and a continuous decline of inhabitants and enterprises, the region decided to focus mainly on SMEs from building/construction branches with a minimum number of employed from 5 onwards.
