The project concentrated on identifying employers who would be interested in or willing to recruit highly educated foreigners living or studying in the region. The main aim was to find out employers´ expectations, needs and problems they face in recruiting foreign employees as well as employers´ willingness to use assisting services in recruitment process.
The survey was conducted in 200 organisations in the Tampere region. 16 respondent organisations were selected for in-depth interview study. The report that was completed in August 2007 is the basis for the WorkPlace Pirkanmaa project.
Main results:
Foreigners´recruitment:
- creates possibilities for internationalization in organisations - creates new ways of action and thinking - creates international business opportunities - increases personnel´s language skills and cultural awareness - increases image of organisation as an intenational employer
Some challenges in foreigners´recruitment:
- foreigners lack Finnish language skills - defining foreigners´competence level difficult - difficulty to define permits needed for working - employers´ ignorance of rights and duties in foreigners´recruitment - prejudice towards foreign employees
Actions needed to make foreigners stay:
- development of practical training system in higher education institutes - development of Finninsh language courses - more interaction and communication between different actors in the field of education and working life - web based service for employers and foreign students to support recruitment process - multicultural education in organisations - marketing of the regional job opportunities to foreigners - marketing of the foreigners´know-how to employers - development of English recruitment channels - increase of international atmosphere in the region - imcrease of the attractiveness of the region

The Baltic Institute of Finland carried out the project. The Steering Committee was responsible for the content issues.
