The ninth joint seminar and study tour will take place in Kerry County, in on of the fastest growing region in Ireland.
Partners are invited to discuss about the important topics in the e-participation: communication, engagement, service delivery and co-creation with citizens.
Best practices of the Irish government and public services companies activities will be presented to the participants.


eCitizen II Activities

 

eCitizen II activities are divided into four thematic Components and they are implemented in parallel including both joint interregional and local actions. Detailed action plans for the project implementation and the Component activities are jointly prepared and approved in the beginning of the project.

 

Project Management & Information Distribution

The Lead Partner is in charge of project management in Component 1 as well as  information distribution activities in Component 2.

 

Joint interregional seminars

Activities in Component 3 include joint interregional seminars and study tours on jointly identified themes, local workshops and reports on the selected themes and creation of the Pan-European Best Practice Manual on eParticipation. All the partners participate in the Component 3 activities and contribute to the Manual creation.

 

The activities aim at identifying and collecting partner experiences and lessons learned on eParticipation, results of other related projects, networks and activities. Furthermore, the activities focus on enhancing direct collaboration between project partners, sharing of gained experiences and good practices, peer learning, joint identification of future prospects on eGovernment development and developing innovative eParticipation tools and methods.

 

Tartu City Council is acting as a responsible partner for scheduling and coordinating the Component 3 activities.  Each partner organization is in turn responsible for arranging a joint interregional seminar and a study tour. In addition, the partners arrange local workshops on the jointly identified themes to collect local experiences, cases and good practices and prepare reports to be utilized in the creation of the Manual.

 

Creation of the Pan-European Best Practice Manual on eParticipation

Tartu City Council is in charge of  identifying and collecting the data for creating  the Pan-European Best Practice Manual on eParticipation. Content of the Manual is developed based on the results of thematic joint interregional seminars, local workshops and reports as well as good practice transfers.

 

The Manual will include also recommendations for local and regional administrations on deployment of the gained eParticipation knowledge and practices. They are developed in close collaboration with all the project partners and external experts.

 

Transfer of good practices

City of Tampere is a responsible partner for the activities connected to transfers of good practices of developing eParticipation tools between project partners in Component 4. The transfers include direct collaboration between the involved partners City of Tampere, Vysocina Region, Province of Flevoland and Kerry County Council through study tours, exchange of staff, training and consultancy meetings.

 

The activities aim to contribute to the exchange of experiences, knowledge and lessons learnt in Component 3 by supporting transfers of the gained good experiences and practices of developing eParticipation policies, strategies and practical tools for citizen involvement in local decision-making.

 

During the previous Challenge of eCitizen project, City of Tampere developed a good practice on eParticipation “Valma - eParticipation Forum" for citizens, which functions as a digital forum enabling citizens to participate in the city council decision-making process. Three partners, Vysocina, Flevoland and Kerry will transfer this good practice and adapt it into their local contexts.
