Nordic Council of Ministers
The Nordic Council of Ministers has launched a new programme for Russia for 2006-2008. NGOs are invited to apply for funding for international cooperation projects in the Baltic Sea Region under this new NGO programme.

Nordplus Neighbour
aims to develop long-term network cooperation within the entire education and research sector, from primary school to university and college levels. This includes support for network cooperation involving adult learning, whether it takes place within the formal education system or within NGOs in the Nordic region or Adjacent Areas. By NGO network the Nordic Council of Ministers refers to a long-term, binding cooperation between organisations that prioritise projects in an educational or learning perspective. Networks that include both established educational institutions and NGOs are preferred, all things being equal.
Nordplus Nabo
This neighbouring area programme of the Nordic Council of Ministers supports educational cooperation between Nordic Countries, Northwest Russia and Baltic States. In Nabo the following actions are supported:
- Educational network - NGO network
The applicant can be educational organisation or a non-governmental organisation that operates in the field of education. The project has to have partners from at least two Nordic countries and two neighbouring area countries (Northwest Russia, Baltic States).

Finnish aid for cooperation of NGOs in the neighbouring areas of Finland
The Finnish NGOs have a possibility to apply for state assistance for cooperation projects realised with organisations in neighbouring areas. The Finnish Ministry for Foreign Affairs finance primarily projects that aim at strengthening civil society, or are directed to environmental, social or public health sectors. The primary region of cooperation is North-West Russia, including Kaliningrad region.
Required self-financing is minimum 15%, and maximum half of the reported self-financing can be voluntary work or money received from domestic charity.
Signed applications must be delivered to the Ministry for Foreign Affairs, by 20 October 2006.
