eCitizen study tours are designed to introduce on-going electronic government activities in the hosting city and to provide other partner cities with good experiences, practices and lessons learnt on local eGovernment services, methods and strategies. The study tours are expected to provide partners a chance to create an effective and sustainable interregional network.

Tartu introduced its mobile services to eCitizen partners 7-9 September 2007 |

eCitizen partners had a great opportunity to familiarise themselves with Tartu's advanced mServices during a study tour early September, 2007. Another theme for the tour was eParticipation, in which the co-organiser, City of Sheffield, has a wide experience. Lively discussion on eParticipation as the engine for eGovernment proved that eParticipation is a theme that all eCitizen partners are interested in.

| Information society and its future challenges was the topic of Mr Peeter Marvet. He illustrated the potential of Web 2.0 with many examples, and gave food for thought on how to utilise the new technologies also from the city administration and government point of view. |

Mr Hannes Astok presented the various mobile services created in Tartu, some with the support of eCitizen project. As a lesson learnt, he stressed the importance of userfriendliness, and stressed that without it, the service cannot be a success.
In eCitizen, Tartu has produced e.g. Tartu's WAP portal and m-photo service:
http://www.tartu.ee/index.php?lang_id=1&menu_id=6&page_id=2679 (general website for m-Tartu)
http://www.tartu.ee/index.php?lang_id=1&menu_id=6&page_id=3898 (WAP portal, in Estonian)
