Responsible partner: City of Tampere
Component 3 concentrates on developing and implementing smart card and mobile applications in the partner cities. Participants of the Component 3 meeting in the Tampere kick-off seminar were:

1. Ms. Teija Lehto (Leader of the Component, City of Tampere)
2. Mr. Osvaldo Panaro (Municipality of Bologna)
3. Mr. Kalev Pullonen, Ms. Piret Arusaar and Mr. Rain Rannu (City of Tartu)
4. Mr. Mikael Pasto, Ms. Maija-Liisa Penttinen, Ms. Anna-Maija Iitola, Ms. Raija Sundström (City of Vaasa)  

After the opening by Ms. Teija Lehto, the component participants introduced themselves and told about their expectations concerning the project. Overview on the project activities that was divided into six-month-periods was presented by Ms. Teija Lehto. This was followed by partner presentations of the City of Tartu (mTartu), City of Vaasa (Waasa Card) and City of Tampere (eTampere City Card). It was found out that the Component 3 is already working according to plans and no major changes have occurred in the planned activities.

It was decided that each partner city should write their Action Plan and put it in the Moodle environment in the Component 3 folder. Each partner should keep track on the expenses of their activities. The final Action Plan of the whole Component 3 has to be ready by the end of 2005. However, the Action Plan can be updated in half-year-periods.
