IPR Saint-Petersburg - Anti-piracy poster competition announced and website launched

Russian youth is invited to take part in the anti-piracy poster competition. Winner will receive €1,000 as a first prize and winning design will be on display in the streets of St. Petersburg. The competition promotes use of legal audiovisual production and is initiated as the part of the information campaign on protection of intellectual property rights (IPR). The winner will be announced at the international anti-piracy concert in St. Petersburg as part of the awareness campaign in November.

Competition details are available at the website www.nofake.org. The website provides information about audiovisual and software piracy, focuses on copyrights issues and counterfeit goods. It aims at raising awareness among children and youth in Russia.

The poster competition and the anti-piracy website are a part of the Nordic-Russian project “Enhancing intellectual property rights competence and cooperation in Russian (St. Petersburg), Finland, Denmark and Sweden”, funded by the Nordic Council of Ministers and coordinated by the Baltic Institute of Finland.

Baltic-Mediterranean cooperation promoted in Tampere

The international conference “Baltic and Mediterranean – Shared Future in Action, A Euro-Mediterranean Gathering under the Mid-Night Sun” - organised by the TAPRI Mediterranean Studies Project and Finnish Anna Lindh Foundation network (ALF) in Tampere Peace Research Institute, University of Tampere; European Institute of Mediterranean (IEMed, Barcelona); the MEDA Institute of Tampere Polytechnic University of Applied Sciences and the Baltic Institute of Finland - was held in Tampere on 2-3 June 2008.

eCitizen - The Second Preparation Seminar in Helsinki 7-8 May 2008

"Challenge of eCitizen - Promoting eGovernment Actions in European Cities", a project financed by the EU’s INTERREG IIIC North programme, ended in December 2007. eCitizen's concrete results and the strong will of the project partners to continue the well-established cooperation have encouraged to start planning a new phase in interregional collaboration on eGovernment actions.

The main goal of the seminar "eCitizen 2.0 - The second preparation seminar" is to discuss the objectives and activities of the new project and to strengthen the partnership of eCitizen 2.0. The seminar is organised in collaboration with the UBC IS Commission.

WorkPlace Pirkanmaa -hankkeessa 18.4. järjestetyn workshopin esitelmä ladattavissa täältä

WorkPlace Pirkanmaa -hankkeen workshop  ”International students – Untapped workforce in the labour market” järjestettiin Tampereen yliopistolla 18.4. 

Tilaisuuden vetämisestä vastasi konsultti Anna Savileppä, Diversa Consulting Oy. Savileppä keskittyi luennossaan monikulttuurisuuden haasteisiin ja mahdollisuuksiin sekä miten monikulttuurisuutta pitäisi enemmän huomioida yritysten toiminnan strategisessa suunnittelussa.

Workshopin iltapäivä kului ryhmätyöskentelyn merkeissä World Café -menetelmää hyödyntäen. Ryhmätyön tuloksia käytetään hyväksi Tampereen kesäyliopiston suomenkielen kurssien ja monimuotoisuuskoulutusten sisällön  sekä WorkPlace Pirkanmaa -jatkohankkeen suunnittelussa. Tilaisuuden päätti Tampereen työvoimatoimiston ja Mäntän seudun koulutuskeskuksen kommenttipuheenvuorot.   

Tilaisuuden järjestelyistä vastasivat Tampereen kesäyliopisto ja Suomen Itämeri-instituutti. Järjestäjät tahtovat kiittää kaikkia tilaisuuteen osallistuneita.

Itämeren tila - miten voimme sisämaassa vaikuttaa? -seminaari Tampereella 10.4.2008

Voivatko sisämaan kaupungit vaikuttaa Itämeren tilaan? Jos, niin miten?
 
Itämeren tila -seminaarissa pohditaan vastauksia näihin kysymyksiin, luodaan katsaus Itämeren omaisuuksiin, sisämaan vaikutuksiin ja niiden vähentämiseen sekä käytännön suojelutyöhön. Tilaisuudessa puhuu laaja joukko suomalaisia eturivin Itämeri-asiantuntijoita. Poliittiisen tuulahduksen tilaisuuteen tuo ympäristöministeri Kimmo Tiilikainen.

Seminaari on avoin kaikille aiheesta kiinnostuneille ja se järjestetään 10.4.2008 klo 10-16 Tampereen yliopiston Väinö Linna -salissa. Lisätietoja ja tilaisuuteen ilmoittautuminen 1.4.2008 mennessä Saana Raatikaiselle (etunimi.sukunimi@uta.fi).

Seminaarin järjestävät yhteistyössä Tampereen yliopisto, Tampereen kaupunki, Tampereen kauppakamari, Pirkanmaan ympäristökeskus ja Suomen Itämeri-instituutti. Final VBN InnoReg Newsletter available

The final VBN InnoReg Newsletter includes information about VBN InnoReg project final seminar in Kaunas, Lithuania (November 2007) and articles on innovative pilot projects implemented by the partner regions - "Innovation Promotion Session" for SMEs (Finland) and "Promotion of Innovation Spirit among Young Generation" (Latvia).  

VBN InnoReg (2006-2007) involves 10 partner regions in the Via Baltica Nordica (VBN) zone. The project has concentrated on analysing good practices, joint interests and development needs in promoting innovations in the partner regions.

WorkPlace Pirkanmaa -hankkeelle maakunnan kehittämisrahaa

Pirkanmaan liitto on myöntänyt maakunnan kehittämisrahaa WorkPlace Pirkanmaa -hankkeelle. Hankkeen muut rahoittajat ovat Tampereen kaupunki, Unipoli Tampere, Tampereen kesäyliopisto sekä Suomen Itämeri-instituutti.   

WorkPlace Pirkanmaa -hankkeessa suunnitellaan toimintamalleja ja yhteistyöverkostoja, joiden avulla voidaan ehkäistä alueella jo asuvien tai opiskelevien ulkomaalaisten henkilöiden työperäistä maastamuuttoa ja saada heidän osaamisensa tehokkaasti Pirkanmaan alueen työnantajien käyttöön. Hankkeessa panostetaan muun muassa ulkomaalaisten opiskelijoiden työharjoittelun sekä englanninkielisten työnhakukanavien kehittämiseen.

Hankkeen yhteistyökumppaneita ovat Unipoli-Tampere, Tampereen kesäyliopisto, Tampereen kaupunki, TTY:n kansainvälinen opiskelijajärjestö INTO, KPM-Engineering ja Tampereen kauppakamari. Yhteistyötä tehdään myös muiden pirkanmaalaisten koulutusorganisaatioiden ja yritysten kanssa.

WorkPlace Pirkanmaa -hanke pohjautuu keväällä 2007 toteutettuun Ulkomaalaisten osaaminen hyödyksi Pirkanmaalla –selvitykseen, jossa kartoitettiin Pirkanmaan työnantajien tarpeita ulkomaalaisten osaajien rekrytoinnissa.

eCitizen 2.0 - First Preparation Seminar in Brussels, 11 Dec. 2007

Pietarin IT-markkinat - aamiaisseminaari Helsingissä 29.11.2007

Aamiaisseminaarissa luodaan katsaus Pietarin IT -markkinoiden tämän hetkiseen tilanteeseen sekä kuullaan yritysten omakohtaisia kokemuksia liiketoiminnan laajentamisesta Venäjälle.

Challenge of eCitizen - Final event in Vaasa, Finland 21-25 November 2007

The final joint event of Interreg IIIC financed Challenge of eCitizen project will take place in Vaasa, Finland on 21-23 November 2007. The event consists of internal working seminars for project partners, and an open seminar to all interested parties. 

The open seminar will take place on Thursday 22 November. It offers a chance to familiarize with the results of Challenge of eCitizen project in four thematic areas: eManagement, eServices, eParticipation and awareness raising. The seminar will also provide an excellent chance to discuss the questions still facing eGovernment development with project partners and other eGovernment experts.

All interested parties are cordially invited to participate the Challenge of eCitizen Final seminar on 22 November in Vaasa!

VBN InnoReg Final Project Event in Kaunas 6-8 November 2007

The final joint project event of VBN InnoReg took place in Kaunas, Lithuania, 6-8 November 2007. It was hosted by Kaunas University of Technology and Technopolis. The final joint project event consisted of Open seminar "Innovation Approach for VBN Macro-Region" and working seminars for VBN InnoReg project partners.

The seminar "Innovation Approach for VBN Macro-Region" took place in Kaunas on Wednesday 7 November 2007 and it was open to all interested parties in the Baltic Sea Region and European Union. In the seminar, VBN InnoReg project and its results were presented and the future of innovation promotion in the Baltic Sea region was discussed.

We would like to thank all interested parties in the BSR and EU who participated in the seminar!

SPb InnoReg Project Kick-Off on 17-19 October 2007 in St. Petersburg

SPb InnoReg kick-off, study tour and first innovation seminar will take place on St. Petersburg on 17-19 October 2007.  The seminar offers versatile and current views to utilizing regional innovation potential and systems.   

SPb InnReg Project is an outcome of cooperation between 12 partners in the Baltic Sea Region. The key element of the project is to promote sustainable economic development and competitiveness in St. Petersburg and Northwest Russia.

EU Interregional Cooperation Forum – Introduction of eCitizen project

EU Interregional Cooperation Forum – Celebrating INTERREG IIIC, Launching INTERREG IVC will have place on 20-21 September 2007 in Lisbon, Portugal.

The Forum will mark the launch of INTERREG IVC, the new programme for interregional cooperation, and show how INTERREG IIIC is already helping Europe's regions work together and improve regional development.

Tampere region SMEs’ Entrepreneurship Days tour to Estonia 3-5 October

The Baltic Institute of Finland in cooperation with Tampere Chamber of Commerce, Tallinn City Enterprise Board, Tartu City Administration and Narva City Administration organise Entrepreneurship Days tour to Estonia 3–5 October 2007.

The main purpose of the Entrepreneurship Days tour is to facilitate partnership relations between Finnish and Estonian companies. During the visit, Finnish entrepreneurs will have the possibility to find new business contacts, they will be acquainted with Estonian market and with different entry modes to the market.

The first two days of the tour will take place in Tallinn. On the third day, one part of the group will have a business trip to Tartu and another part of the group will have a business trip to Narva.

Ulkomaalaisten osaaminen hyödyksi Pirkanmaalla - raportti ja esitykset saatavissa täältä

Perjantaina 24.8. järjestettiin Ulkomaalaisten osaaminen hyödyksi Pirkanmaalla -selvityshankkeen tulosten esittely -ja keskustelutilaisuus. Tapahtuma keräsi runsaan osanottajajoukon kuuntelemaan selvitystyön tuloksia ja eri puhujien näkökulmia ulkomaalaisten osaajien rekrytoinnista.

Tilaisuudessa puheenvuoron pitivät Tampereen kaupungin elinkeinojohtaja Kari kankaalalta, työministeriön maahanmuuttopolitiikkatiimin johtajalta Mervi Virtaselta, Lionbridge Oy:n Kati Särkältä sekä Nokia Mobile Phonesilla työskentelevältä Devesh Kotharilta.

Suomen Itämeri-instituutti kiittää kaikkia tilaisuuteen osallistuneita.

AQM II organises an international workshop on air quality cooperation in the Baltic Sea Region

AQM II organises an international workshop on 22 August to discuss needs and opportunities for air quality monitoring and measurement related cooperation  in the Baltic Sea Region. The workshop has attracted the interest of several Finnish cities as well as St. Petersburg, Russia, Vilnius, Lithuania and Tartu and Tallinn, Estonia, and is first of its kind in Finland.

Before the workshop an international seminar session takes place on 21 August,  where representatives of each country present their current policies and future visions for international air quality cooperation.

These events are organised as part of Lappeenranta Air Pollution Prevention Days, which takes place on 21-22 August. The events have received support from the Finnish Ministry of the Environment.

AQM II is an environmental cooperation project focusing on developing air quality monitoring and measurement systems in St. Petersburg and in the involved Finnish cities. New appointment at BIF
Ms. Irina Sarno, Ph.D Candidate in Sociology at the University of Tampere, Kandidat Nauk and former Associate Professor in sociology at St Petersburg State University of Economics and Finance, has started working in the Baltic Institute of Finland as Project Manager 1 August 2007. She will be responsible for the SPb InnoReg project.

Ulkomaalaisten osaaminen hyödyksi Pirkanmaalla -raportin esittelytilaisuus pidetään 24.8.2007 klo 10-12 Museokeskus Vapriikissa.

Tilaisuudessa on keskusteluosuus eri tahojen kesken toimista, joilla voitaisiin siirtyä sanoista tekoihin menestyksekkäästi ja mahdollisimman monia osapuolia hyödyttäen. Alustuspuheenvuoroissa kuullaan työministeriön, ulkomaalaisen osaajan sekä työnantajan mietteitä suomalaisesta työelämästä.

The report "The Recruitment of the foreign employees in Tampere region"  is completed. The press conference and discussion session is held 24th of August 2007 at The Museum Centre Vapriikki at 10 - 12

The report concentrated on identifying employers from the Tampere region, who are interested in or willing to recruit highly educated foreigners already living or studying in the region. The main aim was to find out employers´ expectations, needs and problems they face in recruiting foreign employees as well as employers´ willingness to use assisting services in recruitment process.

Presentation of VBN InnoReg Pilot Projects in Baltic Dynamics Conference in Riga, 13 Sept. 2007

Baltic Dynamics International Conference will be organised in Riga, Latvia, 13-15 September 2007. The conference is an initiative of the Baltic Association of Science/Technology Parks and Innovation Centres (BASTIC) and has been held annually since 1996. Everyone involved with the dynamic innovation and entrepreneurship development are invited to present and discuss initiatives to make innovation strategies and policies happen.

In connection with the Baltic Dynamics Conference, a seminar “Pilot Actions on Promoting Innovations - Results and Lessons Learned” will be organised on Thursday 13 September (9-12 am). In the seminar, the pilot actions piloted in VBN InnoReg project will be presented for all interested parties. The pilot actions will include for example:

Private pre-seed and seed fund that combines strong business development know-how, know-how in seed funding and business services for technology based start-ups.

CREATION OF INNOVATION SPIRIT AMONG YOUNG GENERATION (Latvia)
Competition of creative works "My Idea!" for Latvian schools raises awareness of young generation and promotes youth's interest and understanding of innovation and science.

Innovation Promoting Session (IPS) for local SMEs (Finland)
Innovativeness in local SMEs will be promoted by creating a systematic method for matching up different fields of knowledge and renewing the business activities in local SMEs. The end purpose is to create new business opportunities into the region.

Club Tampere @ St. Petersburg, June 27th 2007

The first Club Tampere –concert is going to be held in St. Petersburg June 27th. The concert will present for Russian music lovers three groups from Tampere and one from St. Petersburg. In concert, which will be held at Club Revolution (Sadovaya, 28), will be playing Tigerbombs (FIN), I Was A Teenage Satan Worshipper (FIN), DJ Infekto (FIN) and Scary B.O.O.M. (RUS).

for Tacis-funded project with St. Petersburg for the period of August 2007–July 2008.

We expect from the applicant:

-  previous experience from EU project management (especially projects with Russia)

The Project Manager will be responsible of the overall management and reporting of project ”SPb InnoReg - Promoting Regional Innovation System in St. Petersburg through Transnational Cooperation". The project aims at fostering competitiveness and developing regional innovation system in St. Petersburg through cooperation with innovation actors of the Baltic Sea region. The project starts in August 2007. It will be co-financed from the EU Tacis funding within the BSR Interreg IIIB programme.

New appointments in BIF

Ms. Johanna Hakulinen, Master of International Diplomacy, has started working in the Baltic Institute of Finland as Project Manager in April 2007. She will be responsible of the VBN InnoReg project during the maternity leave of Project Manager Johanna Leino from 21 May.

Ms. Minna Säpyskä, Master of Administrative Sciences, has been appointed Project Researcher. She started working in the Baltic Institute of Finland in March 2007.

Ms. Julia Lihhatsjova, Master of History, at the moment studying at Tampere Polytechnic University of Applied Sciences on Bachelor of Business Administration degree, has been appointed Project Assistant. She started working in the Baltic Institute of Finland in February 2007.

Tavoitteena on selvittää työnantajien näkemyksiä, tarpeita ja toiveita ulkomaalaisten rekrytoinnissa sekä työnantajien valmiutta hyödyntää rekrytoinnin tukipalveluja. Tarkoituksena on saada selville konkreettisia tukipalveluihin liittyviä kehittämisideoita, joita voidaan tulevaisuudessa viedä eteenpäin.

The Baltic Institute of Finland organized a "Finnish IT Security Show" event in the premises of General consulate of Finland in St. Petersburg on 7 February 2007. The event brought to St. Petersburg top-level Finnish IT companies specializing on security to introduce their activities to Russian companies and to find possible cooperation partners.

State of the Region -report

Since 2004, the State of the Region-Report presents a comprehensive overview of the competitiveness of the Baltic Sea Region. Launched at the annual Summit of the Baltic Development Forum, the Report has become a widely used reference tool for public and private leaders that are working on improving competitiveness in the Region. The Report is available at the website of the Baltic Development Forum.

Baltic Development Forum is looking for researchers that might be interested to work with them at the State of the Region Report 2007. The conditions and job description for a researcher position available can be found here.

New BIF project "SPb InnoReg" approved for Tacis-funding

A new project ”SPb InnoReg - Promoting Regional Innovation System in St. Petersburg through Transnational Cooperation" aims at fostering competitiveness and developing regional innovation system in St. Petersburg through cooperation with innovation actors of the Baltic Sea region. The project is highly based on the partnerships and results of two on-going projects: VBN InnoReg and BaltMet Inno - the latter concentrating on developing innovation environments of the Baltic Sea metropolises.

The partners of SPb InnoReg include City of St. Petersburg and St. Petersburg Foundation for SME Development from Russia; City of Helsinki, Culminatum Ltd, University of Tampere, Hermia Business Development Ltd, Seinäjoki Technology Centre and Lappeenranta Innovation Ltd from Finland as well as Innovation- and Trendcenter Bentwisch, Technology Center Warnemünde and Wista Management from Germany.

The application of the Lead Partner, the Baltic Institute of Finland in the BSR Interreg IIIB 9th call for proposals was approved by the Steering Committee in December and will receive funding during 2007–2009. The project will be co-financed from the EU Tacis funding.

Director Esa Kokkonen presented Baltic Sea Cooperation in Athens

BIF Director Esa Kokkonen presented Baltic Sea cooperation as a benchmark for European Regional cooperation in the seminar "European Regionalism: Perspectives from Northern Europe and the Black Sea" in Athens on 20 November 2006. The seminar was organized by the Hellenic Ministry of Foreign Affairs and the Embassy of Finland in Athens in cooperation with International Centre for Black Sea Studies (ICBSS).

Initiatives and experiences on European regional cooperation at the  two edges of Europe - Northern Europe and the Black Sea - were presented and discussed in the seminar. In spite of different scopes of regional initiatives in these two European macro regions, various joint challenges and cooperation opportunities were identified. EU policies for regional cooperation, EU enlargement, the role of Russia and challenges of protection of maritime environment all are among the key elements of regional cooperation at the two "BSRs" - the Black Sea and Baltic Sea regions.

VBN InnoReg study tour to Finland provided practical and comparable outlook on Finnish practises and organizations related to innovation promotion in the cities of Tampere, Seinäjoki and Espoo.

The study tour was organised as part of VBN InnoReg project that aims at developing transnational cooperation on innovation promotion between the regions in the Via Baltica Nordica zone. Project partners from Finland, Germany, Latvia and Lithuania including high-level authorities from Kaunas region participated in this study tour.

"IPR system in St. Petersburg" -Workshops organised on 11 Sept. 2006
IPR workshops

Three workshops were organized under the general theme “Promoting Intellectual Property Protection and Related Awareness Raising in St. Petersburg ” in St. Petersburg 11 September 2006.  The aim of the workshops was to bring together IPR actors from St. Petersburg to discuss the current challenges in the IPR system in St. Petersburg and to make concrete plans to answer these challenges. Trainers in the workshops were top-level IPR experts from Finland, who brought their own long experience to the workshops and presented Finnish cases related to the themes.

Taneli Dobrowolski

Ms. Katja Kaunismaa, M.Soc.Sc. (Master of Social Sciences), has been appointed Project Director. Previously she has worked in The Baltic Institute of Finland as a Project Manager.

Finnish-Russian Innovation Forum in Tampere - updated seminar programme available

BIF in collaboration with Tampere Polytechnic, University of Tampere and Institute of Regional Innovation Systems will organize a high-level forum on Finnish-Russian innovation cooperation in Tampere on 14-15 September 2006.

The forum will provide a topical overview on recent trends and developments in innovation policies and innovation performance in Russia, and especially in St. Petersburg. Good practices on Finnish innovation system, as well as cases and opportunities for Finnish-Russian innovation cooperation will be also introduced and discussed.

The forum will include presentations from leading Finnish and Russian innovation policy makers and practitioners. More than 90 participants have registered for the forum.

High-level IPR seminar in St. Petersburg 6 April 2006

BIF, in cooperation with the City Administration of St. Petersburg and the Baltic Research Center, organized a high-level seminar in St. Petersburg on 6 April 2006. The seminar, "Protecting and Enforcing Intellectual Property Rights (IPR) in Russia Today - Case St. Petersburg", presented the first results of an analysis on the current situation in protecting and enforcing IPR in St. Petersburg.

The seminar was organized as part of the activities in the project "Promoting Intellectual Property Protection and Related Awareness Raising in St. Petersburg - A Joint Cooperation Project between Finland, Denmark and the City of St. Petersburg, Russia".

VBN InnoReg kick-off meeting was organized in Tampere, 28-30 March 2006
VBN InnoReg

The Baltic Institute of Finland organized a three-day kick-off meeting of the project VBN InnoReg -Strengthening Via Baltica Nordica Macro-Region through Transnational Cooperation for Regional Innovation Promotion on 28-30 March 2006 in Tampere. The meeting gathered over 40 representatives of the partner organizations from Sweden, Finland, Estonia, Latvia, Lithuania, Poland and Germany.

The main goal of the kick-off meeting was to bring together representatives of 10 partner regions from the Via Baltica Nordica zone in order to present features of their existing innovation systems and regional innovation activities as well as to discuss the core topics of the project with other partners. Also training sessions on project coordination and reporting were organized.

BIF Project Director on St. Petersburg air quality cooperation in Helsingin Sanomat

Project Director Minna Hanhijärvi together with senior specialist Harri Pietarila from the Finnish Meteorological Institute emphasise importance of environmental cooperation between Finnish cities and city of St. Petersburg particularly on joint activities to develop air quality monitoring and management systems in an article published in the leading Finnish newspaper Helsingin Sanomat 31 March 2006. Practical level cooperation between Finnish and Russian experts ensures development of comparable and high level air quality monitoring and dispersion modelling.

Report on Air Quality Management System in St. Petersburg published

The Baltic Institute of Finland has published a report on air quality management system in St. Petersburg in the framework of an environmental cooperation project between Finnish cities and the St. Petersburg city environmental committee. The report is prepared in collaboration between leading Finnish experts on air quality from the Finnish Meteorological Institute and the YTV and Russian experts. The report is available as a publication and in an electronic form.

BIF involved in Tampere's bid for European Capital of Culture 2011

BIF is actively involved in Tampere’s bid for European Capital of Culture 2011. In the application by the City of Tampere, submitted to the Finnish Ministry of Education on 28 February 2006, the Foundation for the Baltic Institute is presented as an option for the administrative organization of the Tampere 2011 - European Capital of Culture project.  For this purpose, BIF has commissioned an extensive feasibility study to survey the opportunities for utilizing the Foundation for the Baltic Institute as the Tampere 2011 administrative organization, and to benchmark it against administrative structures of various former European Capitals of Culture.

The study - carried out by Ideatoimisto Ltd and Life Works Consulting Ltd in January-February 2006 - strongly supports the BIF involvement in the Tampere 2011 project. With its comprehensive international and national networks, extensive project management expertise and organizational flexibility, BIF would provide an effective administrative framework for the Tampere 2011 project. The fact that another European Capital of Culture in 2011 will be an Estonian city, emphasizes the BIF involvement. BIF has long and successful experience in Estonian-Finnish cooperation, currently especially in the framework of the VBN InnoReg and eCitizen Interreg projects.

VBN InnoReg – Strengthening Via Baltica Nordica Macro-Region through Transnational Cooperation for Regional Innovation Promotion

New project "VBN InnoReg" with 17 partners from seven BSR countries was approved in the 8th application round of the EU Interreg III B Programme. Total budget of this two-year project (2006-2007) is about EUR 1,2 million, out of which almost EUR 700 000 will be co-financed by the EU. 

VBN InnoReg is an outcome of cooperation between regions in the Via Baltica Nordica (VBN) zone sharing similar challenges in developing their regional innovation systems (RIS). Key element of the project is analysing the dynamics of RIS in VBN partner regions to identify best practices in innovation promotion and development needs at regional and macro-regional level. The project activities are divided into 3 work-packages and implemented in parallel regional and transnational operations.

VBN InnoReg focuses on effective collaboration between regional authorities, universities, technology centres and enterprises as well as strong international networking to promote competitiveness and economic performance of the VBN zone as a whole. The project partners are from Sweden, Finland, Estonia, Latvia, Lithuania, Poland and Germany. The Baltic Institute of Finland acts as the Lead Partner and coordinator of the project.

A new momentum for Baltic Sea Cooperation is actively being generated in Europe today. Europe's Strategy for the Baltic Sea Region prepared by the "Baltic Europe intergroup" of the European Parliament was published in Strasbourg on 15 November, and the Northern Dimension Ministerial meeting was held in Brussels on 21 November. Following these events, the Baltic Institute of Finland organized a seminar on "Strengthening the EU Agenda for Baltic Sea Cooperation" in the European Parliament, Brussels on 29 November. More than 40 MEPs and experts on the Baltic Sea region participated in the seminar.

The strategic location of Latvia at the Baltic Sea Region together with rapidly developing transport connections form the basis for Latvia’s economic success and attractiveness. Latvia is an increasingly attractive destination also for the Finnish businesses and tourists. This seminar provides an outlook on the recent development of Latvian economy and business environment, future prospects as well as possibilities for Finnish-Latvian business cooperation in the enlarged European Union.

The Baltic Institute of Finland organizes the seminar in cooperation with Friends of Latvia Association as part of the Latvian week in Finland.

New project on promoting intellectual property protection and enforcement in St. Petersburg
Intellectual Property Protection

The Baltic Institute of Finland coordinates a cooperation project "Promoting Intellectual Property Protection and Related Awareness Raising in St. Petersburg". The project enhances joint efforts to protect and enforce intellectual property rights (IPR) and raise public awareness of intellectual property issues in the framework of collaboration between St. Petersburg, Denmark and Finland.

Project activities will be launched in October 2005. They include a thorough analysis of the Russian IPR system, training seminars and implementation of a network model for IPR enforcement in St. Petersburg. Furthermore, awareness raising campaigns against violations of IPR, piracy and counterfeit in the city of St. Petersburg will be designed and implemented.

The project is co-financed by the Finnish Ministry of Trade and Industry, the Danish Ministry for Economic and Business Affairs and the City of St. Petersburg.

NGO Summer School in Pskov, 25-29 August
Environmental NGOs

The Baltic Institute of Finland together with NGO "Chudskoye Project" (Pskov, Russia) organise a summer school for environmental NGOs: "Northern Dimension NGOs: Promoting Transboundary Cooperation between Russian, Estonian and Finnish environmental NGOs" that will take place on 25–29 August 2005 in Pskov region.

The overall goal of the event is to exchange experiences and initiate new concrete cooperation projects between Finnish, Northwest Russian and Estonian environmental NGOs. Project web site

BIF organised a Baltic Sea Roundtable with Finnish MEPs, 21 June

The Baltic Insitute of Finland organised a Baltic Sea Roundtable discussion in the European Parliament, Brussels on 21 June 2005. Finnish members of the parliament and other interested parties were invited to discuss the state and development of cooperation in the Baltic Sea region as well as expectations for the upcoming Finnish EU presidency in the second half of 2006.

Seminar on Air Quality Monitoring and Information Distribution organized in St. Petersburg

A seminar on air quality information utilization and distribution to citizens was organized in St. Petersburg 1 -2 June 2005 in the framework of the environmental cooperation project between the St. Petersburg Environmental Committee and Finnish Cities. The Baltic Institute of Finland coordinates this project which focuses on assesment of the present air quality monitoring system in St. Petersburg and identification of joint regional cooperation initiatives to improve air quality in the adjacent areas.

Project on eGovernment actions in European Cities launched

The Baltic Institute of Finland organized a kick-off meeting for partners from eleven European cities of the EU/Interreg III C financed project Challenge of eCitizen - Promoting eGovernment Actions in European Cities on 18 - 20 May 2005 in Tampere. The partner cities introduced their on-going activities as well as action plans in the project on eManagement for city administrations, eServices including smart card and mobile applications and eParticipation development.

Report: Environmental Policy Priorities of Poland in the Enlarged EU, Feb. 2005

Poland with more than 38,6 million inhabitants is one of the largest countries in the Baltic Sea drainage basin. In spite of considerable increase of environmental investments and development of legislation, Poland is the main contributor to the Baltic Sea effluents in comparison to other Baltic Sea states. After the EU membership in May 2004 Poland was granted several transition periods up to 2015 in order to fulfil the EU environmental acquis.

This report provides an outlook on the current state of the environment, status of environmental policies and priorities as well as the availability and utilisation of the EU financing for the environment in Poland. With a review on the past environmental co-operation between Finland and Poland, the study assesses how Finland could co-operate with Poland in promotion of environmental protection within the EU, in forums for Baltic Sea co-operation and in the field of environmental technology.

The report is based on desk research and interviews in Finland and Poland. It was prepared by the Baltic Institute of Finland as an assignment of the Finnish Ministry of the Environment. At the Baltic Institute of Finland, the study was carried out by Project Co-ordinator Johanna Pollari.

New Export Groups to Poland and Sweden launched

IT Poland and IT Sweden 2 are the latest additions to the Export Groups managed by the Baltic Institute of Finland. At the moment, BIF is running five export groups in the fields of IT, environmental technology and construction in Russia, Poland and Sweden. There is a growing interest among Finnish SMEs in the Baltic Sea Region market and respective export promotion activities.

New project: Promoting cooperation between environmental NGOs

The Baltic Institute of Finland is coordinating a project that aims at promoting networks and transboundary cooperation between Finnish, Estonian and Northwest Russian environmental non-governmental organisations. One-year project consists of two elements: 1) a web site about environmental NGOs and their cooperation and 2) a summer school for Russian, Finnish and Estonian NGOs that will be organised in Pskov in early autumn 2005.  The project is financed by the Finnish Ministry for Foreign Affairs.  Read more

Project on Enhancing Air Quality Management Systems in St. Petersburg

The city of Tampere together with the Baltic Institute as an executing agency is coordinating a cooperation project between Finnish cities and the St. Petersburg City Committee on Environment on developing air monitoring management system and distribution of related information. This project is financed by the Finnish Ministry of Environment. The project activities will be launched in November 2004 by a study tour to Finland.

A new cooperation project between Tampere and St. Petersburg launched
Promotion of Knowledge Society in St. Petersburg through a Regional Partnership

In the framework of close collaboration between the city of Tampere in Finland and the city of St. Petersburg in Russia a new pilot project "Promotion of Knowledge Society in St. Petersburg through a Regional Partnership" is launched. The Baltic Institute of Finland coordinates this two-year development project financed by the Finnish Government. The goal is to enhance information society development through city collaboration in utilizing modern technology into local public services.

Itämeren alueen yhteistyö 2004 -keskustelutilaisuus

Ministeri Paula Lehtomäki puhui Itämeri-yhteistyön tulevaisuudesta Itämeri-instituutissa 8.1.2004. Itämeren alue on poliittisesti ja taloudellisesti mielenkiintoisessa kehitysvaiheessa. Euroopan unionin laajentumisen ja EU–Venäjä -suhteiden uudistumisen myötä alueesta on muodostumassa yhä tärkeämpi kaupankäyntiä ja eri alojen yhteistyötä tukeva suuralue, jossa Suomella on avainrooli. Alueen maiden välistä yhteistyötä tuetaan myös Suomen aloitteesta vuonna 1997 käynnistyneellä EU:n Pohjoisen ulottuvuuden politiikalla, jota koskeva uusi toimintasuunnitelma vuosille 2004–2006 valmistui äskettäin.

Itämeri-instituutin järjestämä keskustelutilaisuus Itämeren alueen yhteistyö 2004 kokosi yli 30 suomalaista Itämeren alueen asiantuntijaa keskustelemaan Itämeren alueen yhteistyön näkymistä Suomen lähialueyhteistyön ja vienninedistämisen näkökulmista.

Development of Environmental Cooperation Between the Tampere Region and Polish Coastal Regions

The main objective of the project is to promote environmental cooperation between the Tampere Region, Finland, and Pomeranian and Western Pomeranian regions by surveying project opportunities and environmental development needs in Polish coastal regions, by preparing interregional environmental pilot projects and by creating contacts between Finnish and Polish environmental actors. The project focuses on development of regional water and waste management in Pomerania and Western Pomerania, both on municipal and industrial sectors.

The core of the project is a survey on environmental development needs in Northern Poland based on interviews with Polish local authorities carried out by Finnish students during spring 2003.

Environmental Contact Forum in Poland, 14.-15. May 2003
The Polish and Finnish partners

Finnish-Polish environmental contact forum in Gdansk was a part of project "Development of Environmental Co-operation Between the Tampere Region and Polish Coastal Regions", which the Baltic Institute of Finland is co-ordinating. Contact forum was based on interviews and comprehensive survey of project opportunities carried out in Polish coastal regions - Pomeranian and Western Pomeranian provinces.

Several Finnish companies and other environmental specialists, like representatives from Regional Environment Centre, Technical University of Tampere and Tampere Polytechnic participated to the Gdansk forum in order to listen to the Polish proposals on co-operation opportunities mainly in the fields of water-, wastewater- and waste management. The mini fairs on the second day of the forum provided opportunity to discuss the projects further during organized bilateral meetings between the Polish and Finnish partners.

St. Petersburg - Tampere Knowledge Society Partnership
St. Petersburg - Tampere Knowledge Society Partnership

The cities of Tampere and St. Petersburg have recently concluded a protocol on ICT cooperation. St. Petersburg Governor Vladimir Yakovlev and Mayor of Tampere, Mr. Jarmo Rantanen signed the protocol in St. Petersburg on 25 April 2002. The overall aim of the protocol is to facilitate the development of knowledge society in both cities in the framework of eEurope, eRussia and Northern eDimension (NeDAP) initiativies in general, and e-St.Petersburg and eTampere programs in particular. The purpose of the protocol is to promote and facilitate direct contacts and joint project activities between local enterprises, academic institutions and other relevant organizations.

In the autumn 2002, a project group from Tampere - including key public and private organizations responsible for knowledge society development - together with ICT sector representatives from St. Petersburg have prepared an action plan for St. Petersburg - Tampere Knowledge Society Partnership contributing to the implementation of the cooperation protocol.
